  Job Purpose  Develop, strengthen and support Invesco’s AML/Financial Crime Prevention framework to meet or exceed regulatory and sanctions requirements specific to the APAC region.  Provide strategic direction and oversight to Invesco APAC entities supporting Invesco’s AML/Financial Crime Prevention programs in Australia, Mainland China, Hong Kong, India, Japan, Korea, Singapore, and Taiwan.     Provide oversight of operational areas, seeking to ensure material issues are escalated to the relevant executive management teams, board of directors and, where appropriate, external investigative reporting authorities.

The individual will work with the Manager in Charge (“MIC”) and Compliance Officer – AML for Invesco Hong Kong Limited and Senior Manager (“SM”) – AML for Invesco Asset Management Singapore Limited as outlined in respective regulations in Hong Kong and Singapore respectively.

The individual will also be responsible for assisting with reporting to relevant board of directors as well as other regional boards, which have responsibility for overseeing Invesco’s compliance with the relevant regulators rules on systems and controls against money laundering and suspicious activity.

The individual reports functionally to Global Head of Financial Crime with a dotted line reporting to Regional Head of Compliance, APAC.

  Your Role: Thorough understanding of the applicable regulations for this role, including, but not limited to, those issued by the Hong Kong Securities and Futures Commission (“SFC”),  Mandatory Provident Fund Schemes Authority (“MPFA”), the Monetary Authority of Singapore (“MAS”), the Australian Securities and Investments Commission (“ASIC”) the Japan Financial Services Agency (“FSA”), China Securities Regulatory Commission (“CSRC”), the Cayman Islands Monetary Authority (“CIMA”) and the government of Taiwan through the Money Laundering Control Act.

Assist to provide strategic direction for APAC region AML and Financial Crimes policies and make recommendations for action and remedy of any deficiencies in relation to Invesco’s financial crime related policies, procedures, systems and controls.

Provide assistance and support to oversight and management of all aspects of financial crime risks of Invesco entities within APAC.

Knowledge of international AML and sanctions requirements and how they translate into the requirements of the Invesco APAC entities, their customers and investments.

Work closely with Global Head of Financial Crime Compliance and Global Financial Crime Compliance team to support Invesco’s Global AML and Sanctions Compliance Framework, Anti-Bribery and Corruption Policies and Fraud Prevention efforts.

Provide support to Investment, Sales and Distribution, Operations, Compliance and Legal teams as new customers, products, investments and lines of business are developed.

Assist in overseeing annual risk assessments of relevant Invesco entities, identifying gaps and recommending improvements to enhance consistency and promote excellence.

Provide support and advice to the regional boards and senior management in the implementation of financial crime prevention strategy.

Support global/regional financial crime change initiatives, leading individual workstreams as necessary.

Assist the Financial Crime Compliance Team to work jointly with the appointed director(s) to support and focus senior management efforts to manage the financial crime risks.

Liaise with law enforcement agencies, including ensuring suitable responses are provided to court orders (e.g., disclosure, production and restraint orders).

Work closely with compliance teams in APAC and Financial Crime teams in US and EMEA.

Ensure robust processes are in place for the receipt and review of internal Suspicious Activity Reports and ensure onward reporting to local Financial Intelligence Units (“FIU”).

Provide timely guidance to business units in situations where consent is required before proceeding with transactions.

Provide AML/Financial Crime advisory support to the business, ensuring that financial crime risks are adequately considered and, where possible, mitigated against through processes and procedures or that any residual risks are appropriately understood.

Monitor, examine and assist to implement changes to regulation and industry guidance, discussing implications with Global Head of Financial Crime and advising the business accordingly.

Provide adequate and appropriate AML/Financial Crime training to relevant employees and staff.

Assist business areas with drafting and approving regionally appropriate AML language and responses for contracts, RFPs and DDQs requested by Invesco business partners.  Responsible for Financial Crime Compliance Team’s adherence to the Individual and Senior Manager Conduct Rules, and for ensuring that all delegates adhere to Individual Conduct Rules, with any exceptions being reported appropriately.

  The Experience You Bring:  Previous experience in assisting AML MIC/SM and MLRO roles.

6-8 years’ experience in relevant roles.

Proficient in English and Cantonese.

Profiency in Mandarin is helpful.

Understanding of APAC jurisdictional AML requirements including those relevant to Australia, Mainland China, Hong Kong, India, Japan, Korea, Singapore, and Taiwan as well as international standards applicable to Invesco.  Adequate knowledge of asset management products and services.

  Education/QUALIFICATION:  A Bachelor’s Degree in Business or related field is preferred Qualification in AML e.g., Certificate of Anti-Money Laundering Specialist is desirable.

  Working Conditions: Normal office environment with little exposure to noise, dust and temperatures.

Normally works a regular schedule of hours, however hours may vary depending upon the project or assignment.

Hours may include evenings and/or weekends.
