Head, Facility Services at West Kowloon Cultural District Authority

Reporting to the General Manager, District Facility Services, you will be responsible for fulfilling the following key duties.
Responsibilities
Providing guidelines and guidance to subordinates in managing, monitoring & overseeing the cost control, budget planning and performance of outsourced facilities management vendors; contractors and sub-contractors etc. in accordance with KPIs & SLAs (excluding Park and Public Open Space) to ensure high standard and quality services are delivered to public visitors, audiences and internal user departments.
Managing all aspects of improvement in services from strategy formulation, implementation, budget planning and project cost control, tender and procurement to delivery for different venues to ensure smooth and risk‑free routine operation.
Coordinating with user departments and stakeholders for the priority and agreement of facilities management strategy and improvement plan in different venues.
Liaising with different government departments and regulatory officials for the district‑wide facilities planning, development strategy and preparation of all required papers and agreements.
Contributing to the design of facilities development with main focuses on routine operation, safety and health best practice, incident & risk management and security monitoring in different venues.
Overseeing all aspects of budget control and preparation, security planning, tenancy management (excluding fit out and alternations) and facilitating the events being organised by WKCDA, internal departments or by commercial operators or hirers.
Planning and organising the due diligence for taking over new venues including readiness schedule management, staff and resources arrangement planning, preparation of site operation manual, incident risk and emergency operation procedure for different facilities and venues to ensure business as usual.
Managing emergency incidents, resolving any incident in a timely and effective manner, and recommending and driving continuous improvements.
Preparing, managing and overseeing (both internal and service providers) procurement process and contracts documentation from preparation of procurement documents and Committee/Board papers to contract award and renewal to ensure all activities are complied with the internal governance, policy and procedures.
Performing any other duties from time to time as reasonably assigned by the Authority.
Qualifications
Possess a recognised university degree in facilities / engineering or equivalent; with membership of CFM/RICS/HKIH etc.
Have at least 15 years of experience in property and / or facilities management, of which at least 10 years at managerial level.
Have professional knowledge of and practical experience with risk management, safety and security control, incident response and other building operation guidelines or best practice.
Have the ability to professionally handle confidential matters and exhibit appropriate level of judgement and decision making commensurate with the position and responsibilities.
Familiar with Building Management System (BMS), Facilities Management System; other management systems and preferably, Building Information Modelling.
Have excellent written and oral communication and presentation skills with the ability to effectively communicate with internal and external contacts at all levels; and be proficient in written and spoken English and Chinese.
