Manager, Learning & Organisational Development We are seeking an experienced Learning & Organisational Development professional to drive our talent development agenda. This role combines strategic programme design with hands-on delivery, with 70% focus on an assigned business unit (Engineering) and 30% on Group-wide initiatives. You will shape the future of learning in our organisation through innovative solutions while maintaining excellence in professional qualification pathways. In Your Role Talent Development Programmes Manage end-to-end talent development programmes and their delivery to address identified skill gaps for Engineering (or assigned BU). Lead comprehensive development initiatives across all levels, including Graduate Associates and middle-level managers. Design learning pathways, rotational assignments, and mentoring programmes. Guide and facilitate talent programme participants in preparation and proceeding the application for external awards and recognition in their related domains. Work with HR Business Partners and line managers on development needs and talent retention for Engineering (or assigned BU). Professional Qualification Excellence Lead professional development framework, including The Hong Kong Institution of Engineers (HKIE) across the Group. Coordinate the HKIE Scheme A training across business units. Operate the HKIE Scheme A for Engineering (or assigned BU), including providing support to the Scheme A trainees for fulfilling the training requirement. Ensure professional training quality and documentation standards. Support employees’ progress toward professional qualification. Manage relationships with professional bodies (e.g. HKIE) as our Group representative and ensure compliance with requirements. Manage implementation of early talent pipeline programmes such as VTC Earn & Learn Programme at both Group level and for assigned BU. Develop early career opportunities including internships and apprenticeships. Partner with educational institutions to strengthen talent pipeline. Learning Design, Delivery, and Operations Design learning programmes in both traditional classroom and more innovative approaches. Deliver and facilitate training workshops to learners across different levels and different job functions/business units. Manage the learning and development budget of Engineering (or assigned BU), including ensuring all expenses are managed in a cost-effective manner following the company guidelines. Handle day-to-day learning and development operations, e.g. learning management system. To Succeed in Your Role10+ years L&D experience in programme design and delivery in sizeable organisation. Candidate with less experience will be considered as Assistant Manager. Proven track record in designing and delivering blended learning solutions. Proven facilitation and training delivery expertise. Strong Instructional design and adult learning expertise. Solid experience in managing early career development programmes for non-degree to degree graduate talent, professional qualification programmes or high-flyer programme. Passionate and proficient in developing and coaching early career talent. Excellent programme and project management capabilities. Strong stakeholder management abilities. Outstanding organisational and analytical skills. Prior experience in Learning Management System (LMS) of SAP Success Factors is preferred. Proficiency in cloud digital platforms e.g. M365, One Drive, Teams, Zoom. Experience with learning technologies and Gen AI applications (preferred).
