Hong Kong, China Hong Kong, Hong Kong (On-Site)Responsibilities Provide various projects with a technical expertise manufacturing workpackage service for all hardware manufacturing activates relating to Bids and Projects Implement group internal procurement policies to support Bids and Projects & in charge of industrial engineering support and manufacturing work packages for Bids and Projects Contribute to the network connection between Engineering / Bid/ Project teams and ensure consistent process and reporting are implemented Ensure internal coordination with internal stakeholders, purchasing for commercial and contractual aspects, Supply Chain for logistics and overall schedule management Manage all procurement related tasks/activities for designated projects. Represent procurement and act as the key bridge between procurement and all other stakeholders e.g. project management team, engineering team, etc. Accountable for managing project purchase budget and spend, and achieving set key saving targets as well as related procurement KPIs In charge of preparing procurement costs for designated bids/tenders in a timely manner and work closely with procurement category team to ensure all procurement processes are completed and relevant KPIs are met Participate the implementation of purchase request plans, express of need to purchase team for purchasing materials/ services etc. Interface with Project Management Office to ensure compliance with Projects requirements and needs Requirements Bachelor Degree in Electronic, Electrical Engineering or Supply Chain Management7-10 years' experience in project driven company preferably in transportation / security domains Strong and up-to-date practical knowledge of procurement and supply chain processes, tools, organization and cost drivers covering electronic technologies Knowledge of E&M systems (e.g. AFC, COMS or SCADA) hardware manufacturing (Railways transportation related experience would be a plus)Knowledge of SAPby Design will be beneficial Familiar with project management process, WBS and matrix organization.
